John Deere snowblowers, as well as most brands do not have air cleaners. The engine will be a Tecumseh. As some have said, the throttle cable and plate shoud come back and hit a bare wire that has a black wire attached to ground out the coil.
Most snowblowers will hunt up and down at full throttle and shoud be adjusted under load. The main jet screw is on the bottom of carb bowl. This one will enrich the mixture when turned out and lean when turned in. As noted above it should surge a little with no load and smooth out as you hit the snow.
It probably has a low idle screw on the top side of the carb. The problem is that some of the old JD worked backwards. They control air movement so screwing in decreases air makes a rich mixture, turning out increases air creating a lean mixture. Without looking at the tech manual I can not tell which way yours is.

You could also go to the local JD store and they may let you copy a few pages from the tech manual or maybe even take it home over night. You should be able to get a carb rebuilt kit for it. I would think that at a minimum you need to remove the bowl and clean out the water/rust/vanish
