carbs flooding 85hp evinrude

I have a 1973 85 hp V4 evinrude. The carbs flood easily (engine not running) under two conditions: 1. The first time the engine is primed with the squeeze bulb, and 2. when the engine is tilted to the full up position. Fuel litterally pours out of the throats. I rebuilt the carbs last summer (when I bought the boat); I'm comfortable with my ability to do so correctly. I've rebuilt many an automotive carb, but this is however my first marine unit. I understand these to be Type II carbs. The engine runs and idles great with no further evidence of flooding. Plugs are nice and clean, and with the engine running there is no liquid fuel leaking from either carb and no smoke from the exhaust. No other fuel leaks are present anywhere on the motor at any time. Overall fuel consumption seems normal. I did reuse the old floats, but they were in good condition and not fuel-logged. I made sure to set them level with the bowl casting. The only thing I don't remember with certainty is whether or not the carb kit included a gasket for the under the needle seat - should there be one here? Also included in the kit was a little spring which I assumed was to link the needle to the float. However, the carbs did not have these installed when I took them apart, so I didn't put the new ones in. I've seen carb kits that are somewhat generic, covering more than one model of carb with one 'master' kit so I wasn't sure. This is really puzzling, any ideas much appreciated.

I just rebuilt the same carbs you have. there is a little "o" ring on the needle valve, and you need it. Mine also did not have the little float springs however I sure made sure I used them from the carb kit. One of these guys has a diagram where the float level is not excatly level and that is how I did it as I wanted to be sure it was closing off all the way.

yes a gasket under the seat. the little spring thingy is a recent development (using the term "recent" loosely), it's a good thing but not "mission-critical" so to speak.

I've found you can check float valve operation by blowing into the fuel inlet, carb rightside up should be very little resistance, upside down no air should pass. Best to drain the bowls first. 2-stroke mix is an acquired taste.

Patrick, when you say "O-ring" are you speaking of the rounded black rubber (?) doughnut type, or a flat washer-type gasket.
Also a question on the back tab of the float - the one behind the hinge pin. My manual does not give a spec on float drop. To what do I set the drop?
Thanks guys.

The drop is not the problem in your case, it is that your valves are not closing when the float bowl is full. That is a probably caused by a bad needle, an improperly situated float at the top of its rise, or a saturated float that can't rise.

The clip that connects the float arm to the needle is very important in opening the valve when the float drops, but again, is not the current problem.

Sure, I understand. Improper float drop could contribute to fuel starvation, not flooding.
Having looked at the pic of the spring clip, I feel like an idiot. I though that the little loop at the back of the spring was intended to fix around the float hinge. It obviously wouldn't go on that way in my setup which is one of the reasons I though it was an extra part not necessarily for my carbs.
