I would think that if you are asking about drilling out you have not pulled and cleaned the passages in that system, so there could be plugging in them. mine just unscrew

If you look at this diagram, number 43 is listed as "plug." It's a brass cap that fits over the pilot screw. The fact that it's so difficult to get to the pilot screw has me wondering if this is really the culprit. As far as the passages are concerned, I have cleaned them as much as they can possibly be cleaned...twice to be exact. Is there a specific setting for the jets inside the carb? I simply seated them lightly.

The jets should be snugged up to make sure they do not back out from vibration.

The plugs are there to keep just anyone from adjusting the mixture screw, only mechanics that are working on it with the proper tools and knowlage are to make the adjustments to meet pollution standards. Most other motors do not have the plugs.TO CLEAN PROPERLY THESE NEED TO COME OUT along with the adjustment screws.

Maybe best if you just take to some shop to work on it and fix your problem if you do not feel you want to.
