I have a 1988 Mercury 60 hp that I bought from a con man. Twin carbs, 3 cyl. Would not start. Merc repair guy says carbs need rebuild. After rebuild from rebuild kit is it absolutely necessary to re-time the motor. I'm new to outboard motor repairs. Can easily rebuild carbs but timing instructions are very complicated. Appreciate any help.
