Doesn't matter what they're called... I don't have the book in front of me at the moment.
However, if you're asking if fuel is supposed to flow out of them when you have the fuel primer bulb pumped up hard, the answer is no. In which case, clean, and rebuild the carburetors, then set the float as follows.

With the carburetor body held upside down, the float being viewed from the side, adjust the float so that the free end of the float (the end opposite the hinge pin) is ever so slightly higher (just ever so slightly off level) than the other end. And when viewed from the end, make sure it is not cocked.
