Also check your local gooberment ordinances.
Many places require that the owner have control over their animals/pets.
And no free roaming is allowed.
Along with making the owner responsible for damages caused by those animals/pets.
Many people assume leash laws are only for dogs and not cats.

remember you have the right to protect your personal property, worse case scenerio small claims court, just remember to take pics of the grey hair on the the seats and pics of the cat
