CDI Stator

I have a CDI stator on a 50hp Mariner and the low speed windings (blue to blue/white) reads about 140 ohms lower than what CDI says is good. Does it really need to be replaced? Thanks in advance for any help.

Cranks and idles great, bogs down every time and sometimes cuts off when I give it throttle under load.
