Seems that most of the newer centre consoles (under 20') come with swingback seats, as opposed to swivel seats. Is this just a cost saving measure, or are they generally preferable?

I would venture a guess and say that it may be a partial cost saving and space saving measure as well as personal preference...
The swing back seat only occupies the space of one seat, yet allows a person to sit facing fore or aft...
The other reasoning might be that a swivel seat may not be as sturdy in the long run due to the small, centrally located pivot point being the weak link...:noidea::)

Gonna come down to comfort. I recently bought a pair of expensive swivel mounted bucket seats that looked great but were torture on the back-sent them right back.
With swing backs you can't adjust the height or install a slider.

I guess you gain storage. I'd have to think that swivel seats will generally be more comfortable.
