Changing Hydraulic Steering Wheel - Issues

Hi All, been a while. Have a question. This spring I was given a SeaStar HH 5741 Tilt steering wheel. I am replacing my other Seastar helm with it. I figured it would be a simple swap. I made sure I put the stbd and port hydro hoses on correctly, I filled with fluid. It does not move an inch!!!! I am pretty sure this wheel came off a boat with twin engines, is there a configuration change I must complete for it to work properly? Here are some pics:

I was rechecking some things, compared to my old wheel. The wheel is not moving at all in the helm, like its locked or something, leading me to believe its not a hydraulic issue?
