Was the Allen bolt in the exhaust snout / trim tab? If so, you may need to remove the 5/8" bolt to remove the exhaust snout then there may be a final 1/2" bolt inside. My older Chrysler is set up with seven total bolts with the seventh hidden inside the exhaust snout. If that doesn't make sense, please let me know.

I got the same problem as I changed the water impeller the first time. Your shift controller and the lower unit gears should be in the same position as you put it back together.

Your shift controller was my first thought too. Did you get it hooked up OK? When you push the throttle forward, the shift rod should go down into the lower unit. Conversely, it should pull up when you pull the throttle back into reverse. I didn't have to realign anything when I put my lower unit back on but I did learn that my engine must be down before I can pull the throttle into reverse. I'm new at boating so I learn something new every time I walk anywhere near my new money pit.

It took me 3 times to put the lower unit back and forth to get it connected right. When I first removed the lower unit, I shifted the controller in Forward, but shifted it to Neutral before I put the Lower Unit back. Then, the motor got stucked in FORWARD only. I then removed the Lower Unit again, this time I left the Shift Controller in Neutral, I also geared the Lower Unit in Neutral. I had to turned the flywheel to align the shift rod with the motor gear. I have learnt it the hard way as a beginner :)
