You would probably need to go to a Honda dealer. Pretty straight forward job. Do a search here and plan on spending some time reading as there are many posts on how to do it.

Re: changing impellar on Honda 15hp

JIM, the only real problem that some, including myself have encountered is get the shift rod to separate in the opening about 1/2 down the leg. There is a small jam nut and a longer (3/4) nut that is unscrewed to separate the shift rod. Only loosen the small nut enough to unscrew the longer nut to get separation, if that doesn't work then you have to take out the carter key under the carb, it can be done but is tricky. After that just take out the bolts holding the lower end to the leg and it should slide off.

does anyone know if there should be one or two gaskets above and under the metal plate below the impeller on a 15 horse honda 1991 or so. i replaced the impeller and it still is not pumping.

I don't know the 15, but on my 8HP it does have two gaskets. If by "not pumping" you mean no water goes through block and pee hole, check that the output hole of the pump properly engaged the tube that goes up to the engine - when I first reinserted my foot, I had not done that and saw no flow. It was a bit tricky to position the tube alignment by hand while reinstalling the foot.

Re: changing impellar on Honda 15hp

Changed the impeller on my BF15; it really wasn't too difficult. But, like someone said above, getting the shift rod back in the correct position is the real key to success. By the way, I have a shop manual for the BF15D/BF20D on line if anyone wants it. PM me here.

Another hint... Study the lower unit before taking it off and build yourself a holding jig to keep the thing in one place while you work on it. I used some scrap 2 X 4 and 2 X 6 pieces of wood. Otherwise you will be holding the thing between your knees while working on it !!

thanks for the help. i managed to fix the problem. replaced the impeller and still didn't work. turned out to be something plugging the water flow to the head. also replaced the thermostat. works great now. i would like to get the manual if you don't mind. its
cheers
