Changing Water Separator Filter?

Should changing the water separator filter be done while winterizing or change it as part of summarizing?

wimterizing, you do not want any water in it to freeze.

If I had the cannister type I'd change it in the fall. I currently have the drain bowl type and just make sure all the water's drained out of it... unless it's been a while (like a year) since I changed the element, in which case I'd go ahead and do that.
