Charging/Tach Question

Well, I just bought a 19ft center console that I have done a lot of work to redo it has an 86 Johnson 140 V4 on it. the boat originally only had a tach and a fuel guage (neither of which were working) so I purchased a new teleflex set w/ speedo, voltmeter, tach and fuel guage. well everything works fine but the tach does not work, and the voltmeter stays just over 12 volts (where it was prior to starting)... my electric choke button was INOP due to corrosion in the harness inside engine cover so fixed that, but now what to check for my issue now? is there away to test the grey tach wire for signal? (i am a mazda technician and do have access to plenty of tools including oscilloscopes). i just am a little lost here, everything else on the boat has came out good, i took it to marina and told him to do anything it needed to be in good running condition for next month, so i'd assume he'd have checked charging... but maybe not.... if anyone has pictures to go w/ their answer that'd be the best. (i don't really know where things on these are located.... bit different from my mazdas!)

A manual is defiantly in the mail! But until then I installed all new gauges and just wish I could see the tach work! There is a connector that looks like it has the tach wires in it on side of engine, assuming that is for hooking up a test tach? Have re wired entire boat minus the engine except the electric choke that the connector was bad on. How do you test the regulator and any pics/wire colors would be awesome!
