Something not right. Setting idle MIXTURE screws is where you have a preliminary setting.

Setting idle speed screw you are almost right - disconnect throttle cable, set idle speed (you will have to do this again when on the water). Then attach throttle cable and adjusted so it just presses the linkage against the idle speed screw.

These are two different adjustments. I do not believe there is an 'initial setting' for idle speed, only for mixture.
