I don't think that is the case SBN,
The hardware you see on these boats is a kit similar to others, sold by, and used by, many dedicated R/C boat enthusiast's around the world. On this racing setup, the setback is designed to put the surface drive prop, & rudder, in clean water (undisturbed water) for best performance, and these props run 1/2 way out of the water, hence the hugh rooster tail.
The "skittish" handling of this boat in the second video, is primarily due to the fact that it is a multi-stepped hull, and each of these Electric boats are somewhat overpowered.
