Choke control setting?

I have a 1973 Evinrude 135hp.

Yesterday I took was inspecting my motor, and took the choke control motor (actually an electromagnet I think) off. It is held on by a metal band, and can be adjusted up or down. However, when I reinstalled it, it wouldn't function anymore. I removed the shaft and it was very greasy, so I cleaned it and it worked somewhat, however, it is sticking in position now. Do I need to grease this shaft? Am I correct in assuming that the choke should be completely closed in the on position, and completely open in the off setting?

Thank you for your advice! I can't even get the boat started the way it is now :(
