I'm not an expert, but seems to me that the choke is engaged b a solenoid. If it is not working than I would have to say your solenoid is shot.

Solenoid is shot, keyswitch is faulty. Run a jumper from the positive(+) terminal of the battery and touch the terminal on the solenoid. If it actuates the solenoid, then there's a fault in the keyswitch circuit somewhere.

check the manual choke on the engine. all the way in is off/disabled. 1 click out allows the solenoid to engage the choke , all the way out is manual choke. not un common to get push all the way in.
