Chrome and Rust

Any suggestions on rusty chrome trailer rims. The rust in rather bad and I think the plastic hubs look bad. I really dont want to spend the money to get them blasted but would like to get the rims to hold paint.

You said plastic hubs. Is that those lil' fake rivets running around the outer area of the rim? You should be able to punch those out, and just have a whole bunch of little holes, and then wire wheel the chrome off. But, WEAR SAFETY SHIELDS, LONG SLEEVE CLOTHES AND GLOVES. Chrome is about like glass, so be careful.
We actually have 2 of those that came off our Alumacraft we are restoring. We are going to wire wheel the chrome off, and paint them black.
