??? - Chrysler Coil Problem

'77 Chrysler 45HP has me stumped. The problem all started when the top cyclinder went dead b/c it wasn't getting any spark. I replaced the coil, condensors, and the points. Still no spark. I traced the problem to a ground that runs from the top coil to the voltage regulator. When the ground is off, the coil fires like it should but when I hook up the ground to the VR it dies. With the ground connected, the coil has 12 volts going through it at all times no matter if the points are open or closed. Any help would be appreciated.
