Hi Sari. First: Do you have water exiting out the back of the midleg? If no water is exiting, then it is reasonable to assume that no water or insufficient water is getting up into the block. When you changed the water pump, did the new one come with either a black rubber grommet or a white plastic adapter tube (depending on year) Either of these pieces plug into the output hole of the pump and adapt the pump to the brass water tube that runs up the engine leg. When you replaced the lower unit, did you make sure that the brass tube entered the adapter at pump output?
If the above are correct, try removing the lower unit again and put a garden hose right onto the brass tube. You may need to lightly clamp it. Now, if no water exits the leg (some should come out the two holes in the back, and some should just drop out of the leg where it would normally exit with exhaust.) or if the hose blows off the brass tube, you can reasonably assume that there is a blockage somewhere. Lastly, remove the head and check the water passages around the cylinders and the head. It is possible for sand or corrsion to partially block the water jacket. If this has happened, the engine may run well at low speeds but overheat at higher throttle settings. If this is the case, you can rake it out with a small screwdriver or other such tool.
