Cleaning Power Trim Relay Connections

I have been having trouble with my power trim getting stuck in the up position, the only way I could get the motor to go down, was to tap lightly on the relay with a wooden handle screwdriver. I unplugged the relay to find that is is covered in a black gummy residue. What is the best thing to clean the prongs and the plug on the relay without harming any other of the outboard parts?

That stuff is some anti-corrosion compound put there at the factory. Don't clean it out. My guess is one or both of your relays is bad.
