this test is direct battery to starter

The starter not spinning here leaves only two possibilities, battery or starter
I'm always suspicious of good testing batteries, was it taekn to an auto store and tested under load or simply tested 12+v on meter

At this point I would remove the starter from the boat and test with jumpre cables from different battery source, car etc.

You will connect negative to frame of starter
the positive to the post that connects the starter and starter solenoid (C)

If it spins, the battery then the boat battery is not "good" enough
If it does not spin it is the starter.

If it does spin...
Extra test to check starter solenoid. Instead of connecting positive to C, connect it to B, this should throw out the bendix as well as spin. If it does not, your starter solenoid is bad as well as your boat battery.

If starter does not spin it may simply mean brushes are burnt or worn. This is a really simply and inexpensive fix... about $20 some super fine sandpaper and some electrical cleaner.

It is at least worth it to me to open her up an take a look, compared to $200 for a new oem quality starter.
If you chose this route scribe case positions, take pics etc and disassemble slowly so that you will be a ble to reassemble properly.

PS - If you don't want to to play with starter yourself, odds are very good that having a local company rebuild your oem starter for $60 to $90 would be much better than spending $90 on one of the chinese starters.

Had starter rebuilt locally, solved issue. Connections did need to be cleaned. Inside the starter the commutator had corrosion.
