Clutch? Choke? Throttle? What is it?

I posted this in the Maxum boat list and maybe it is the wrong area so I will try here instead.
I have a 1989 Maxum 19 foot with Mercury motor.
On the top of the shifter/throttle there is a button sort of thing, not exactly a button but you can press it. It's kind of a grip thing. At first I thought it must be an accellerator to increase motor speed in neutral, but that doesn't work. Then I thought it might be a choke control but that doesn't seem to be it either since the one on the ingnition works. I also thought that it might be some kind of clutch control but again nothing. It doesn't seem to do anything that I can tell.
At the bottom of the shifter/throttle handle is another button that does look like a button but it doesn't do anything either that I can tell.
Granted, the previous owner made some mods to the motor and the boat and some things are disconnected.
I have looked at the Maxum manual page but those are just parts lists, no real information to be had there on operation of the boat.
Anyone have an idea what these are supposed to do?

Oh, yeah; I have looked in the repair manual but it is no help either.

The square black button at the base of the throtle lever will disengage the shifter, allowing cold start and warm up. The top lever on the grip, locks the throttle into idle speed and neutral.

I gave this a try this morning and the little black button does in fact let me accelerate wthout the transmission.

Now on to the tach and perhaps fuel problems....

Be advised it is NOT healthy to the motor to rev it up in "neutral" so limit your ability to accelerate to less than 2000 rpms.

Not familiar with your remote control. I know OMC (John-Evin), back in the '70's had a shifter that had a button on top you had to depress to get it out of neutral. A safety widget so that you didn't accidentally knock the shifter into gear and fall out of the boat. Don't know if Merc ever did that or not.

Then there is the Power Trim and Tilt (PTT) lever on some controls where the top of the shift/throttle is nice and flat for the palm of your hand to rest and right where your right thumb naturally falls is a switch that is bidirectional. Push in on the top and the engine tilts/trims up; push on the bottom and it goes down.
