I'm not sure what you are asking? Are you talking about the Coast Guard Certification about weight and occupancy? Are you talking about having the required safety gear? Are you talking about taking a Boating Course?
Regarding having the requried safety gear, in Ohio, it is a regulation from the Department of Natural Reasources and State Law.
Regarding Weights and Occupancy, that is set by the Coast Guard depending the boat. When I bought my current boat, it didn't have the Coast Guard Sticker and I had to call Rinker, give them the Hull No. and they sent me one.
In Terms of a boating course, I would suggest the U.S. Coast Guard Auxillary Boating Skills and Seamenship Course. I took it back in 88 and it was great!
