Wow, he really tried to pull one over on you... you have to be an educated consumer... on everything. I'm glad that my dad taught me to work on all of my own stuff. Now even if I choose to let someone else work on it, at least I have a clue what's wrong before they start.
Regarding your problem... sounds like a loose connection somewhere. I was having similar problems earlier this season. First time on the water in the spring - it wouldn't run smooth above 3500 rpm. Only thing changed for winterizing was fuel filter. I put another on and ran great... for a few weeks. Then intermittent cutout... Thought it was fuel starvation. Changed fuel pump. Still there! Found a broken wire at the kill switch!
The wire had most of the wire strands broken reducing the current that could carry. So reduced voltage to fuel pump... caused all of the problems.
Follow the troubleshooting advice above and find the root cause!
