Weight proportioning and length go hand in hand, so does helm location and HP.
Smaller boats will be more affected by weight distribution, so a live well will have a much greater affect than on a 20', plus a lower HP motor may not be able to plane the boat if things aren't just right.
When boats are designed they try to take everything into account and place the heavy stuff where the numbers say it should be, they sort of put the stuff in place, but make it moveable. When they put the boat in the water for the first time it frequently all gets adjusted so the boat works well. This will be what you need to do, take some sand bags, or a cooler (about the size of the live well) full of water, put it where you want it and see if the boat will plane and run well, then move it around and see what happens. 16' boats can be very sensitive to weight distribution and layout, I always make parts out of cardboard or scrap plywood first to see if there's even enough room for everything. Typically in a small boat less is more.
I like smaller boats and am one of the few people that doesn't suffer from two footitis, well at least not a chronic sufferer.
