Cooling question - 1984 Evinrude 15

I picked this motor up as a project two summers ago. New gaskets, thermostat, water pump kit, exhaust tube. Cleaned out the water jackets while I had it apart. I get water out of the tell-tale....my question is....Where is the water supposed to exit the system? Should I be getting water out of the hole at the top of the exhaust housing? I see water coming out of that location on some older OMC 15's. When I get it warmed up, I start getting steam out of that hole, and that doesn't seem right. Any advice would be appreciated.

if you submerge lower unit above water pump level, slowly midsection starts to fill up with water up to upper relife hole in misection
exhoust gases start to push out water by relife hole
