Cooling system

Hi All. This is my first post. I am new to outboard ownership and the fretting and worries that go with ownership of a second hand engine. I am sure that this might be a stupid question but I haven't found an answer elsewhere.
My Merc 25hp 2 stroke was running nicely but yesterday it started to miss every time I tried to increase the revs. Starting and idling were absolutely fine. The carb has been recently cleaned and the fuel filter is new, as is the fuel.
When I got home to flush the engine I found that the outer surface of the lower spark plug was covered in salt residue. On flushing I noticed that the cooling water hose had separated from the outlet and there was a great deal of water sloshing around the engine casing at low revs.
Is it likely that being at sea in a moderate swell and at higher revs (greater volume of sloshing) this water not draining away would cause the engine to miss?
As I say, this is probably a stupid question but I would love my simple fix to be the right thing.
