I don't know the design of a 1979 17' Champion, But with a 150 you should be able to do a little better than 50. The other area to look for lost speed is in the hull, check for wet foam, it can added a great deal of weight slowing the boat down.

The other thing is you said you put fin on the motor, this may or may not help, but you need to set it up correctly for it to be of any value. The fin will allow you to raise the motor higher, this will reduce gearcase drag which may increase speed and RPMs a little. The reason for the current drop in top end is because its dragging in the water, it should be out of the water at speed.
