Test it with a battery connected. Might want to beg or borrow another meter, to make sure. Is there a regulater built in with the rectifier?

I also tested the stator on DC each leg and ground and got 6.5 each. I was able to see a slight increase with held increase in rpm's. I will have to wait until on the water as the muffs+quiet area=pissed neighbors.
