Could a bad timer base be the problem

Had 1993 Johnson GT200 rebuilt due to a burned piston. Bored, new pistons, carbs rebuilt, new water pump. Broke it in as directed. Here's the problem- It runs great WOT with good hole shot. When stopped to fish for a while it is hard to start and won't idle in gear. Runs rough and sputters and shakes. After several attempts to get on plane it will run good to the harbor. When I try to idle in gear it sputters and quits. At the trailer it dies every time I try to drive on the trailer. I took it back to my mechanic who put it in the river and ran it. He says spark is good and all coils check out OK. He says he is sure it is the timer base and wants to replace it. Does this seem reasonable. Thanks in advavce for the help.

Use a timing light to check if your losing spark to any of the cylinders.
