No -- I haven't got a fuel / water separator installed, but I don't think water in the fuel is causing the problem, and yes the primer bulb is in the right direction.

Yes the engine is new to me, and yes, I am new to outboard motors.

Yes there is a vent screw in the top of the tank, and yes it is open and venting properly. First thing I checked.

At this stage I'm fairly sure the main issue is (was?) the carburretor. Have cleaned thoroughly and re-assembled, but without a carb repair kit. Waiting on one of those and will re-do it once it arrives.

Meanwhile I'll re-fit it tomorrow and will give it another try.

Many time these filters leak air, which is why I was asking. A test tank should be tried at this point. That will verify that the carb rebuild is good, if it runs right with another tank.

Down at the boat this morning -- fitted the rebuilt carb, followed the "link and sync" instructions in the manual and she started first time, idled fine and took off sweet as a nut.

Seems I'll get by with the 20HP, for a while. Gets the boat up on plane at around 10Kt, cruises at WOT at around 16Kt (speeds courtesy of my Garmin Nuvi 550 sat nav which doubles as a chart plotter with Bluechart maps installed).

That's quick enough for what I need .

Only one issue to sort out now... the adapter that holds the slow speed needle valve / idle adjustment needle rattles itself loose when under way. The thread is damaged on the carb housing where it screws in I think. Engine idles great when it's in, but vibration shakes her loose.

I have a cunning plan involving a tiny bit of gasket sealant on the threads, just to hold her in and maintain a seal. Will try it out tomorrow.

Really delighted. Thanks to one and all for your help. Engine sounds like new now.

How about a spring for that idle screw.

Hi Craig,

There's a spring that sits over the idle screw as it is... but I'm guessing you mean one that pushes it the other way to hold it in, right?

The idle screw threads are perfect, and it screws in and out no problem... so I can adjust that as much as I need to. The problem area is the threads on the carb body where the brass adaptor that holds the idle screw (part # 0335564) attaches to the carb.

I think my workaround will do the trick. The engine idles great if you physicaly hold the part in place, it just won't stay there on its own, so I'm going to give it a tiny bit of help to stay put.

Will try it out when I'm down at the boat later today or tomorrow and will let you know how I get on.

Gasket sealant solution worked like a charm -- idle adjustment done... engine running perfectly .
