Couple questions before I go out riding the first time.

That looks like someone filled in the hole for a mechanical fuel pump.

The fuel pump hole is huge compared to that. Almost looks like the point where the starter bracket attaches.

Hard to tell from the pic. Either way it doesn't look like a cracked block to me. They will usually crack along the side at a weak point.

Glad it's not a cracked block, now we gotta find out what was covered up

That is the dipstick location for automotive applications. Evidently your boat has the dipstick that is outside the block and runs all the way down to a fitting on the side of the oilpan at the bottom, typical marine adaptation from automotive block.
