couple sbc engine ??? for the experts

my boat is running pretty good at that, but I think it could be better.
next to the triangle block off plate on the intake manifold (EGR on the car), their is a rectangle plate with 2 vacumes.
I currently have the vacuums blocked with rubber that is melting, you can see them in the pic the yellow and orange thingy.
does any one know were these vacuums should route to? maybe they have something to do with choke she can be hard starting when cold???

After she gets to temp, it will idal at 800 900 rpms, is their anything I can do to get that number doun?

Ayuh,... Yer talkin' 'bout the exhaust cross-over in the intake, the thing yer tryin' to plug with rubber plugs is called a Choke Stove, it heats up, 'n turns off a choke stove Choke,...

If ya got an electric choke, it don't use the choke stove, so plug it with metal fittings,...
