I found a good explanation on this thread, basically it improves idle by equalizing pressures between the cylinders:

Gravity being your Friend, I would be inclined to put the "tee" towards the upper end of the top balance tube. But I have a feeling vacuum will suck the fuel in, no matter where you put the tee.
Far as adapting tubing, you'll probably need some different-sized fittings to get 'er dun. Small engine fuel lines are pretty tiny and you might find some suitable fuel line/fittings at a local power tool store, or maybe even NAPA.
