Cylinder cap removal on tilt and trim 50 hp 1998 evinrude

I need to replace the o-rings in my tilt and trim cylinder. Is there a special tool available to remove the top cap? It looks like it has for indents in a box pattern in the top of the cap.

What can I do to remove the cap?
