Damaged Tilt End Caps, how to remove

Not a great picture but think the last owner may have tried removing the tilt end caps with wrong tool and damaged them. New to this but they don't look right compared to NOS I have found. Even with the right tool do you think there is anyway to remove them or maybe will need a shop to remove them?

Salt water motor ?------Make a tool using 1/4" X2" flat bar.-----Drill the holes bigger or new good holes to use this tool ?

No, I think it's just been used in fresh water. I bought it here in the Dallas/ For Worth area.
Thanks, will try making the holes bigger so I can maybe get them removed.
