How about maybe straps? Formed into a loop, with the ends attached together on the underside of the hatch. When you close the hatch, the loop remains above deck. Similar to the picture here. But this one looks like they could be easily tripped on. I'd make the loop alot smaller and with the strap ends flat back to back instead of side by side (which would be an always-open foot/toe catcher).
