Deck help

I am restoring a 24' pontoon and have removed all of the furniture and carpet. When taking up the carpet some of the wood came off with it. The wood is in good condition except for several areas where the carpet pulled off some of the laminate. I was hoping to find something to level these areas before putting the vinyl on top. Any ideas on what I could use or is this a bad idea?
I also want to repaint the aluminium siding. What is the best option for this?

How big of an area came up and how deep? Is the wood rotted?

The wood is not rotted. The areas are 4-6'' wide by 12-20'' long and 1/8'' deep. There are about 6 areas like this.

Re-deck now while you have everything apart. De-lamination is a sign that the wood is starting to go. i had the same issue when i re-decked a couple months ago..wanted to just replace the carpet but when parts of the wood were pealing up it was a no brainer.....now that the new carpet is in and everything is all back together i am soooooo happy i took the time to redeck.
