Have no idea what it is, or does, but it looks like serious stuff.

Any ideas?

Weird looking, that's for sure. Closed up it looks like a mega port-a-potty. I wonder if it's for seismic testing of some sort. It has to be boat related. The ad says "Worked when last used"

Its a deflectometer, used for measuring deflection on pavement.

I t looks like the whole contraption is on a galvanized boat trailer. Wonder if the trailer alone is more than worth the price?
