Did I get a bad regulator?

Evinrude 1996 20 when running does not charge battery. Voltage at battery never goes above static battery voltage. Checked regulator with meter and it's open in all directions. Picked up a replacement at the dealer and today I checked it before installing and I get the same readings, everything is open. Did they give me a bad regulator? It looks now but it does not act like a diode should open one way, low ohm resistance the other.

Did you take any readings on the stator ?

I have one ohm on one set and 40 on the other.

I think you have a bad stator.

My book says 0 .55 ohm +/- .05 ohm

racerone thank you for your help. I checked again with a better meter no change. Last time I got involved with this motor on a fuel issue I spent way too much time figuring things out after the dealers locally turned up their nose at the work. I'll start looking for someone to do it.
