If it is diecast ( white metal) it might be corrosion from the diecast material or poor prep before painting. Has it been repainted or original paint ?
Lots of things could be in the water causing a stain. That area on my Mercy outboard gets dull quickly, but I give it a good cleaning and some spray wax about once a month so it gas never gotten bad.
