Disconnected wire

Not sure what year it is but i have an evinrude 9.9 motor. The boat was given to me. It has a new fuel pump and rebuilt carb with new plugs. I was checking it out today and this wire is grounded but not hooked up to anything. Can anyone help me?

looks like a bonding wire between the leg and the power head

To be honest I'm not sure what you mean. This is my first time messing with a boat motor though I do have some mechanic experience. I thought about connecting it to the gold screw right by the wire which is going to I believe to a coil

Theres another gold screw right above it that has an orange wire with a black stripe. O can't find a wiring diagram

Remove one of the screws on the intake / bypass cover and put that wire on there.-----Or one of the coil mounting bolts.-----Simple.
