I want to take off my steering cable, for some simple mantaince. I have removed it from the dash board, but at the transom there are two (looks like 3/4 or 7/8 inch bolts) do I loosen both of those bolts to remove the cable?

If yours is like mine, those two big bolts have threads by the head of the bolt and the lower part is a "pin" that the steering tube swivels on. So yes, just back out the bolt / pins and you can remove the cable.... IF yours is like mine. ;)

One more question, At the steering wheel housing, I have tha cable that comes out, and goes to the transom, then theres a tube that also comes out of the housing, that is about a foot long, and capped off. Do you know that this is? Is it power steering. I just got the boat last summer, and i've been busy restoring it. and I'm not sure what it is.

Re: disconnecting steering cable

Let me explain a couple of things about boats Mark. The systems (Steering, drives, engines, pumps, blowers, trim tabs, etc,) are all from other companies. It doesn't make one hill of beans difference if you have a SeaRay, Bayliner, Forester, or _________ (fill in the blank). If the engine is a Mercruiser model 5.7L Alpha built in 1986 or 87, then they are all the same. No matter what boat they are in. Same with your steering.
Sounds like you need to look in the Mercruiser service manual. Check section 6 in the link to the manual below and look at the section on steering. It should explain (with pictures) what you need to disconnect.

http://www.boatfix.com/merc/Servmanl/6/6covr3.pdf

The second tube is for the cable when you turn in the direction that pulls cable into the helm.
