Do Factory Builders Always Leave Multiple Holes In The Deck?

I'm Rebuilding a 19' bowrider made by a manufacturer with a reputation of producing top tier quality boats. I'm sawing out the old deck and I'm in disbelief that the holes drilled to pour foam are all open. Just carpet over them to keep water out. Is this industry standard? It's no wonder why I have excessive rot.

The boat is a 1988, I'm not the original owner. It appears to be the original floor, but I can't be positive until I do more removal. I will be posting pix, as soon as I figure out how. LOL

24 yr old boat...I'm bettin it's been re-built by a PO and they messed up by leaving the pour holes open.

Wood I think your right. The more I think about it I agree. The carpet on the deck is different from the carpet on sides. I appreciate everyone's help.

the holes are sealed form the factory.

or they should be !!!!.

if they are left open.....the people could stub a toe on the hole under the carpet.....not to mention the rot issues.
