It's 1977 70hp Johnson. Been running crappy sometimes then seems to snap out of it and runs fine for a while at WOT. Changed the plugs but did not change anything. I had it on the muffs at home, turned the motor off and noticed fuel running out of the top carb. Does this mean a bad float or something else?
