Do I have the wrong or bad stator

I recently purchased a pontoon boat with a Mercury outboard. It is a 1979 175hp V6. It ran fine on land. When I put it in the water it quits gaining rpm at 3000 rpm. There is still half the throttle remaining without any rpm gain. I rebuilt the carbs with no change. The stator and trigger were installed new when I got it. After checking the serial # 5180231 it shows both a 9 amp and 16 amp stator for 1979. I have the 16 amp on it. How can I tell which one is correct for my motor? If it is wrong what kind of damage can it do? Can the high rpm part of the stator be bad causing it to stall at 3000 rpm?

I had the same problem however it was a 1986 150 hp, wouldn't run above 3000 rpm, I located the schematics, ohmed it out and yes the portion that controlled the RPM from 3k up was bad, purchased another all was good.

I ohmed it and it tested ok. Red-blue, red white-bluewhite. Is there a better test for the high rpm side?
