Do I need this seal???

I have taken my '88 40hp Evinrude apart and in the process of repainting all of the parts. The steering arm seal (part # 0332169) was pretty messed up, from years of oil and gas (i guess). That little seal is $94.97 .....do I need that and if so, what exactly does it do? Any help is appreciated!

You can leave it out, and eventually it will corrode inside and then you run the risk of it freezing up, the seal is there for a reason......replace it.
