Mice and other critters (would have to be small ones given the size of the drain plug hole) will find a way in if they want to unless you use some other means of discouraging them. It is unlikely you can get a tarp on tight enough. A shrinkwrap is pretty easy to eat through. The downsize of a water leak filling up the bilge (and then possibly freezing) is scary...
