Does a 1990 Mariner 40 have a rev limiter?

Ok This isn't exactly a repair question but we need an answer from the Mariner pros.
We have a 1990 Mariner 40 hp over in the prop forum on a relatively light boat. With an unusual 1100 rom increased with a 2 in smaller prop.
The owner is saying the "rev limiter" is cutting in at about 5450 so he doesn't know what the max rpm is with the 12" prop.
I don't think the Mariner or any other 20+ year old 2 stroke motor has a rev limiter.
What ever it is I think his 4400 rpm with a 14" 4 bld prop and the 1100 rpm increase stopping at about 5450 like a limiter with a 12" 3 blade are tied together Some sort of weakness in fuel supply or ignition.?
